To me the thing that really stands out when I look at this is the level of impact you have managed to craft into this piece. It is one of those bits of art that manages to be both emotive and intriguing. My eyes are instantly drawn to their eyes and I can see the mistrust in them. The visual effects you have used really give this piece an atmosphere and the visual effects on the snow and fur highlight the stormy nature of the scene. I can almost hear the wind howling and feel the icy blast. It would have been nice to perhaps have included a little more of a description of what is going on here, nothing too long but just a summary perhaps to give the viewer more insight.

From the point of view of technique you have demonstrated a good level of skill and competence in the digital medium. You have used motion blur and depth-of-field effectively and shown some good cel-shading skills. One criticism I could make from a technical point of view is that perhaps you should take another look at the lighting on the left side of the head. I'm just not completely sure it looks right around the base of the ear, it feels like the shadow should not cover the entire top of the head but take a smaller chunk as the ear is laying flat to the head and the light is coming from slightly above. Other than that the shading is good.

To conclude, you've created a piece with a composition that really draws the eye and demonstrated some good skills in the digital medium and while there are perhaps a few improvements that could be made, these are pretty minor things. All in all a piece with plenty of impact and vision. Keep up the good work!
